A.T.L. Agenda Day 5: The Post-Partisan Leader and The Public Advocate

Examining the “Healthcare Crisis” Jumpstart and the “Black Men’s Agenda” as competing blueprints for Georgia.

Greg Kirkpatrick (R)

The A.T.L. Agenda (Bureau Analysis)

ART (Vocational Mastery & Discipline) Kirkpatrick’s “Art” pillar is built on Economic Preparedness. He proposes a “Workforce-Ready” curriculum that mandates vocational exposure starting in the 8th grade. By integrating the “Art of the Trade” into standard high school requirements, his platform aims to revitalize Georgia’s manufacturing and logistics labor pool. He advocates for a “Merit-Based Classroom” where state funding is tied directly to student certification rates in high-demand technical fields.

TRADE (Logistics Infrastructure & Deregulation) The “Trade” agenda for Kirkpatrick is the “Georgia First Supply Chain.” He proposes an massive investment in inland ports and the total deregulation of short-haul trucking to speed up the movement of goods from the Port of Savannah to the rest of the state. To protect local commerce, he advocates for a “Regulatory Sunset Law,” requiring any new business regulation to expire after four years unless proven to have a positive ROI for Georgia small businesses.

LIFESTYLE (Rural Connectivity & Veteran Priority) Kirkpatrick’s “Lifestyle” anchor is Regional Equity. He treats high-speed broadband as a basic utility, proposing a state-led “Final Mile” initiative to connect every rural household by 2028. His lifestyle agenda also prioritizes those who served, proposing a total state income tax exemption for all military retirement pay and a “Veteran Small Business Grant” to encourage retirees to settle and start trades in Georgia’s rural counties.

Jason Esteves (D)

The A.T.L. Agenda (Bureau Analysis)

ART (Foundational Literacy & Public Funding) Esteves’ “Art” pillar is a commitment to Institutional Investment. As a former teacher, he advocates for modernizing Georgia’s outdated school funding formula to ensure resources reach the students who need them most. His agenda includes a state-wide expansion of literacy programs and a total rejection of voucher schemes. By prioritizing “Public over Private,” his platform aims to cultivate a generation of critical thinkers prepared to lead Georgia’s tech and creative sectors through a fully-funded public education system.

TRADE (Small Business Capital & Strategic Growth) The “Trade” agenda for Esteves focuses on Entrepreneurial Wealth. As a small business owner, he proposes lowering barriers to capital for local entrepreneurs and streamlining the certification process for minority-owned firms. His trade strategy includes “Smart Data Center Growth,” ensuring that industrial expansion doesn’t overwhelm the electrical grid or drive up utility costs for residents. By prioritizing local bidders for state contracts, he intends to turn Georgia’s infrastructure needs into generational wealth for its own residents.

LIFESTYLE (The Black Men’s Agenda & Healthcare Equity) Esteves’ “Lifestyle” anchor is rooted in Systemic Health and Opportunity. A primary component of his platform is his Black Men’s Agenda, which treats the challenges faced by Black men not as isolated issues, but as interconnected systemic barriers. He proposes targeted initiatives in workforce development, mental health access, and criminal justice reform to ensure Black men have a fair shot at economic stability. His broader lifestyle plan includes full Medicaid expansion to lower premiums and a “Day One” fight to protect reproductive freedom and maternal health for all Georgians.
