The bold transformation plan promises a luxury hotel, convention center, and casino—but faces major legislative and social hurdles.

Hampton, Ga. — The push for casino gaming in Georgia is once again making headlines as Echo Park Speedway, formerly Atlanta Motor Speedway, has unveiled ambitious plans to transform its facility into a sprawling resort complex, prominently featuring a casino at the heart of the action.

Atlanta’s WSB-TV resports Ed Clark, a spokesperson for the Speedway, the vision is a comprehensive destination: the redevelopment would include a luxury resort, convention center, amusement park, and a state-of-the-art casino, aiming to bring new entertainment, employment, and tourism opportunities to the region.

However, this casino proposal faces significant hurdles. Legal casino gaming in Georgia would require a constitutional amendment, which can only proceed with approval from both the state legislature and a majority of Georgia voters. “We have a plan to build a complete complex,” Clark said, underscoring the major benefits that a casino-centered resort could offer local communities.

Yet, not everyone is on board. Mike Griffin of the Georgia Baptist Mission Board voiced concerns about expanding gambling, warning that increased gambling could lead to higher crime, more bankruptcies, addiction, and other negative social impacts.

Echo Park Speedway already hosts about 400 events each year, but this proposed project aims to elevate its status as a year-round destination for a broader audience. Clark recently addressed a House study committee in Oconee County, advocating for the project to go before voters.

The legislative path is complex: after any approval by the study committee, an amendment must pass the legislature, then a statewide referendum would allow Georgia’s people to make the final call. Individual counties would also need to vote in favor for a casino to operate in their jurisdiction.

For now, the proposal remains in its early stages, with more committee meetings ahead before a report is due to state lawmakers in January. Echo Park Speedway’s vision for a casino resort spotlights the growing debate over gaming in the state—and whether Georgians are ready to bet on a new future for entertainment.
